EOC / Disaster Resilience Division

The Emergency Management Division of the Montebello Fire Department is responsible for managing the Emergency Operations Center, an essential component in safeguarding the well-being of the city's residents. This division is responsible for preparing, coordinating, and implementing plans and strategies to handle and support various emergencies, from natural disasters to man-made crises. Focusing on resilience and community preparedness, the division works closely with other local, state, and federal agencies to ensure a unified and effective response.

Through regular training exercises, public education programs, and comprehensive emergency response plans, the Emergency Management Division strives to mitigate the impact of emergencies, ensuring that the Montebello community is well-equipped to face any challenge with confidence and competence.

The division promotes community resiliency through vital programs such as the Community Emergency Response Team (CERT), which aims to empower residents to take active roles in disaster preparedness and response. CERT volunteers receive comprehensive training in essential skills such as fire safety, light search and rescue, team organization, and disaster medical operations. This program enhances the community's resilience in the face of emergencies and fosters a sense of unity and cooperation among neighbors. The CERT program ensures that Montebello remains a safer, more prepared community by equipping citizens with the knowledge and tools needed to effectively respond to crises.

Local Hazard Mitigation Plan

The City of Montebello's 2025 Local Hazard Mitigation Plan (LHMP) provides a comprehensive strategy for identifying, assessing, and reducing the risks posed by natural and human-caused hazards. Developed in accordance with Federal Emergency Management Agency (FEMA) requirements, the plan evaluates hazards such as earthquakes, extreme heat, flooding, drought, high winds, power outages, cyber incidents, pandemics, and other emergencies that could impact the community. By identifying these risks and implementing proactive mitigation measures, the City is better prepared to protect lives, property, critical infrastructure, and the environment before disasters occur.

The Local Hazard Mitigation Plan serves as an important guide for enhancing community resilience, improving emergency preparedness, and supporting long-term recovery efforts. It establishes mitigation goals and prioritized actions that help reduce future disaster impacts while maintaining eligibility for FEMA hazard mitigation grant funding. Through ongoing planning, public engagement, and interagency collaboration, the City of Montebello remains committed to building a safer, more resilient community for residents, businesses, and visitors.
