The Engineering Division oversees the development and management of various Capital Improvement Projects, prepares plan and specifications for improvements to storm drains, parks, traffic signals, streets, alleys, sewer mains and laterals. We administer public works improvement contracts to ensure work conforms with the plans and specification or the City standard.
Public Works Permitting in the City of Montebello
The City of Montebello Public Works Department is committed to ensuring safe, efficient, and well-managed construction and maintenance activities throughout our community. To protect public infrastructure and maintain high standards in the public right-of-way, all contractors, utility companies, and residents must obtain the appropriate permit before beginning any work.
Montebello now uses the OpenGov Permitting Portal, a convenient online system that streamlines applications, reviews, and approvals. All permit requests must be submitted through this portal.

Permits Managed by Public Works
- Individuals and companies must apply for a permit when planning any of the following activities in the public right-of-way:
- Encroachment Permits – Required for any work or installation that occupies or impacts the public right-of-way, including sidewalks, streets, alleys, and easements.
- Street Work Permits – For construction, excavation, pavement cuts, utility trenching, and other activities that affect traffic flow or street conditions.
- Roll-Off Bin Permits – Required before placing temporary waste or debris bins on city streets or public property.
- Transportation / Oversized Load Permits – Needed for the movement of heavy or oversized vehicles or equipment through Montebello roadways.

All applicants must complete the following steps:
- Create an Account on OpenGov – Use the link below to access Montebello’s OpenGov portal and create your user profile. This allows you to submit applications, monitor progress, upload documents, and communicate with staff throughout the review process.
- Select the Appropriate Permit Type – Once logged in, choose the permit category that matches your project or activity.
- Submit Required Information and Documentation – The portal will guide you through application requirements such as plans, insurance certificates, traffic control plans, hauling routes, and other supporting materials.
- Pay Applicable Fees Online – All fees associated with the permit process can be securely paid through the OpenGov system.
- Track Your Application – Applicants may log in at any time to view the status of their submittal, respond to comments, or upload additional materials if requested.
