The mission of the Montebello Police Department is to provide effective and professional police services of the highest quality, in partnership with the citizens we serve, encouraging mutual respect and innovative problem solving, thereby improving the quality of life in our community. It is our hope that this website, in addition to other services we provide, will help aid us in continuing to uphold our mission.

Each member of the Montebello Police Department is dedicated to serving the community of Montebello with quality service and doing so with the utmost integrity, compassion, and pride. It is my honor and privilege to serve the community of Montebello. I am excited to work as the City of Montebello’s eleventh Police Chief since the City was incorporated in 1920. I look forward to working with each and every member of the Police Department, the City Council, City leaders, and the great people of this wonderful community. I will work collaboratively with all stakeholders to create a culture of protection and service that focuses on improving the quality of life in Montebello.

ABOUT CHIEF ESPINOSA

Chief Paul M. Espinosa was appointed as the eleventh Police Chief of the Montebello Police Department on April 11, 2022.  Chief Paul Espinosa brings a wealth of knowledge from his 28 years of service at the Los Angeles Police Department (LAPD). He worked in 11 different LAPD stations and many specialized divisions, including training, community policing, gangs, and narcotic enforcement. 

Chief Paul M. Espinosa was born in San Fernando, California, and grew up in the Northeast San Fernando Valley. He attended California State University, Northridge, where he obtained a Bachelor of Science Degree in Political Science with an emphasis in Urban Studies. He is currently pursuing his master’s degree in law enforcement at the University of San Diego. 

Chief Espinosa started his career as a police officer at the Los Angeles Police Department (LAPD) in April of 1994. As a police officer, he worked patrol, the bicycle detail, prostitution enforcement detail, vice, narcotics, and staff researcher. During his career, he has worked a variety of assignments at eleven different Community Police Stations within three different geographic Bureaus. In 2002, he was promoted to the rank of sergeant, where he worked as a field supervisor, bicycle/hype unit supervisor, Officer in Charge (OIC) at Community Relations, OIC at Office of Operations, Assistant Watch Commander, Commander’s Aide, and as an Investigator at Special Operations Division. Chief Espinosa also held the rank of detective, where he was assigned to Rampart Area and investigated major assault crimes, crimes against persons, and burglaries.

In 2012, he was promoted to the rank of lieutenant. He worked as a Watch Commander at West Los Angeles and West Valley Areas, OIC at the North Hollywood Gang Impact Team, and as the Commanding Officer of the Foothill Detective Division. In 2015, he was promoted to the rank of Captain and was assigned as the Commanding Officer of the Foothill Patrol Division. In 2016, Chief Espinosa was appointed as the Commanding Officer of the In-Service Training Division, where he oversaw training for all in-service personnel. In 2017, Chief Espinosa was assigned as the Commanding Officer of the Juvenile Division, where he oversaw the Abused Child Section, Child Protection Section, and the Internet Crimes Against Children Unit. In 2019, Chief Espinosa was assigned as the Commanding Officer of the West Valley Area, where he was responsible for overseeing the operations of this geographic area. Chief Espinosa enjoys running, cycling, swimming, and almost all outdoor athletic activities in his spare time. His family, faith, service to the public, and fitness are his priorities in life. 

Chief Espinosa looks forward to working with each and every member of the Police Department, the City Council, and City leaders to ensure we find meaningful ways to enhance policing and public safety. He wants to work collaboratively with all stakeholders to create a culture of protection and service that focuses on improving the quality of life in Montebello.
