Housing Rights Center
The Housing Rights Center (HRC) supports and promotes fair housing and freedom of residence for everyone in the City, regardless of race, religion, national origin, disability, or other protected characteristics.

If you have questions about a landlord-tenant issue or housing discrimination, call HRC’s Housing Rights Hotline: 1-800-477-5977 (TTY: 1-213-201-0867) to speak with a trained Housing Counselor or make an appointment at [email protected]. Housing Inspections- Los Angeles County

The District Surveillance and Enforcement (DSE) Branch of the Environmental Health Division ensures that residential housing within Los Angeles County is safe, sanitary, and fit for human habitation. DSE conducts routine and complaint inspections of approximately 60,000 apartment buildings with 5 units or more units, and approximately 12,000 swimming pools and spas associated with these buildings. DSE also responds to complaints concerning homes or apartment buildings of 4 units or less.

Neighborhood Legal Services Los Angeles
Neighborhood Legal Services is particularly known for its innovative programs and collaborative models for delivering services across the County. Among those are: the NLSLA Health Consumer Center and Medical Legal Community Partnership projects, which ensure everyone receives the health care they need; Shriver Housing Project–L.A., which provides access to legal representation to low-income people facing eviction; Self-Help Legal Access Centers, which assist the self-represented with domestic violence, family law and eviction cases in eight courthouses; Preventing and Ending Homelessness Project, which provides legal help to the homeless in the Antelope and San Gabriel Valleys; and Disaster Legal Assistance, which provides legal services and support to low-income disaster survivors.

Home Safe Program
The Home Safe Program was established in 2018 to prevent or address homelessness to support the safety and housing stability of individuals involved in Adult Protective Services (APS), individuals in the APS intake process, or who may be served by a Tribal social services agency and appear eligible for APS, and who are experiencing or at risk of homelessness.
