The HUD CAPER, which stands for Consolidated Annual Performance and Evaluation Report, is an annual document submitted by the City of Montebello since it receives HUD grant funding.
This report highlights the city's achievements and progress in implementing the Consolidated Plan. It gives a thorough overview of how grant funds, such as Community Development Block Grants (CDBG), were used and evaluates the success in meeting the housing and community development goals for low- and moderate-income individuals as outlined in the annual action plan.
